Oxygen Holdings Breaks Ground on New Florida Plant

The new facility is the largest economic development project in Palm Springs history.

In an era of manufacturing jobs moving overseas, cosmetics maker Oxygen Holdings is taking its cosmetics plant no farther than across county lines. Philippe Cohen, owner of the Deerfield Beach, FL, based company is building a 218,000-square-foot manufacturing plant and headquarters in Palm Springs.

“Why go somewhere else?” Cohen asked after a groundbreaking ceremony Friday. “To move overseas is late to the party right now,” he said.

A third-party manufacturer, Oxygen Holdings makes hair and skin products for brand-name cosmetics companies. Cohen said makeup markups are steep enough that his clients are willing to pay a little more for products made close to home.

Oxygen Holdings’ new facility is the largest economic development project in Palm Springs history. The company expects to employ 400 workers at its new plant and headquarters at 1525 S. Congress Ave.

Oxygen is financing the project with a $6 million loan from the U.S. Department of Housing and Urban Development and construction loans totaling $15 million from TD Bank.
